This bill is nearly identical to Bill #3, dated 7/9/2019

The only thing that is changed is the water stamp saying "Past Due Account"...

I'm past due, but I can't for the life of me figure out where all these payment adjustments were coming from and now I'm seemingly missing a credit for money I overpaid on bill #2 too...
